On your device search for the Settings icon, tap on it, tap the Hotspot & tethering button from Network and Internet. Toggle the Wifi hotspot button, a hotspot icon will appear in the notification bar.
Note: You must make a first time setup of the Wi-Fi hotspot in order to limit access from unwanted devices.
